The US Army Corps of Engineers (USACE), Albuquerque District, began a (click here) study of the watershed in April 2003. The study documented the characteristics, general conditions, and health of the Fountain Creek Watershed with a regional perspective. The study was completed in March 2006.

The baseline environmental data provided in Sections 2–10 is being used to help identify areas where restoration projects would be feasible and beneficial. Section 11 outlines the restoration opportunities identified in the watershed as a cumulative result of the studies.

The study cost was approximately $3 million; $600,000 in grants was obtained from the Colorado Water Conservation Board (CWCB) and Colorado Department of Local Affairs (DOLA). The remaining $900,000 of state/local funding was shared between the eleven participating governments in the watershed, using on a formula based on impervious surface area.
